Cet article souhaite éclairer la teneur pratique et conflictuelle du « libéralisme encastré » d'après-guerre et de son délitement. Il prend le parti d'exhumer la trajectoire d'un haut fonctionnaire emblématique de l'Organisation de coopération et de développement économiques (OCDE) : Stephen Marris. Devenu « conseiller économique spécial » du secrétaire général, il est effacé des récits historiques officiels depuis qu'il y a été désigné persona non grata en 1983 en plein tournant reagano-thatchérien. Le pari de recherche consiste à saisir, sur une trentaine d'années, l'économie évolutive des soutiens à ce « charisme de fonction » et, spécifiquement, les réseaux de consolidation transgouvernementaux des pôles monétaires et financiers des États membres.

Cet article contribue à l'histoire transnationale de l'État social au tournant des années 1970-1980. L'étude de la production et de la réception du rapport tenu pour emblématique de la « lame de fond » néolibérale ayant frappé les États-providence (OCDE, The Welfare State in Crisis , 1981), sert de traceur aux transformations d'espaces transnationaux, mettant aux prises gouvernements, secrétariats internationaux, fractions universitaires, patronales et syndicales. Contre la lecture hâtive et téléologique de ce rapport, l'enquête exhume un projet au long cours d'intégration du social et de l'économique à l'OCDE qui ambitionnait de devenir le « nouveau rapport Beveridge » et d'étendre le « Welfare State ». Cette initiative participe de la croissance du capital informationnel et social du Département des affaires sociales de l'OCDE sur de nouveaux domaines (emploi, environnement, éducation, logement, santé). Les résistances des secteurs économiques, internes et externes à l'OCDE, auxquelles se confronte cette initiative en altèrent le sens et la portée politique. L'article montre que les clivages entre secteurs « économiques » et secteurs « sociaux » traversent aussi bien des Secrétariats internationaux comme l'OCDE que les appareils étatiques nationaux voire les secteurs universitaires et syndicaux qui y interviennent. Ces oppositions duales et asymétriques, déployées de façon homologue sur différentes scènes, ordonnent les rapports de forces et de sens en présence et expliquent l'enfouissement d'initiatives socio-économiques, voire écologiques, à l'OCDE, aussi bien qu'à la Commission européenne ou à l'OIT. L'hégémonie des secteurs économiques, le plus souvent anticipée par les secteurs sociaux, concourt à l'économicisation néolibérale durable de l'État social et écologique.

Published in 1977 by the OECD in a context of widespread stagflation, the McCracken report has become emblematic of the "neoliberal turn" in international economic cooperation. This study undermines this shared teleological interpretation by revisiting the sense of what was acceptable among the actors mobilized in its writing, and the structural uncertainty into which they were plunged by their attempt to anticipate the economic and political future. Rather than an uncontested victory of neoliberalism, the sociogenetics of this bureaucratic text uncover the coping strategies of the "international Keynesianism" inherited from Bretton Woods and the plausibility structures of this space situated at the confluence of the political, bureaucratic, and academic fields. The dynamic of production is analyzed as a situational logic through which the Secretariat of the OECD was exposed to polymorphic external rationales and resources that collided with and were measured against one another. The report form allowed for this confrontation of informational, bureaucratic, and political capital, in a way objectifying their differential value or exchange rate for the participants. The socially structured expectations of what was feasible, costly, or risky are traced throughout the collective process of composition based on four key moments: the commissioning of the report, the establishment of its framework, the constitution of the group, and the crystallization of the report. The article thus proposes another way of investigating the nature of "turns."

RésuméPublié en 1977 par l'Ocdedans une situation de stagflation généralisée, le rapport McCracken est devenu emblématique du «tournant néolibéral» de la coopération économique internationale. Cette enquête ébranle le pacte de lecture téléologique en revenant au sens de l'acceptable des acteurs mobilisés dans son écriture et à l'incertitude structurelle dans laquelle ils étaient plongés pour anticiper le devenir économique et politique. Plutôt qu'une victoire sans conteste du néolibéralisme, la sociogénétique de cet écrit bureaucratique redécouvre les stratégies d'adaptation du «keynésianisme international» hérité de Bretton Woods et les structures de plausibilité de cet espace situé à la confluence de champs politiques, bureaucratiques et universitaires. La dynamique de production s'analyse comme une logique de situation à travers laquelle le secrétariat de l'Ocdese voit exposé à des logiques et à des ressources externes polymorphes qui s'entrechoquent et se jaugent. La forme du rapport rend possible la confrontation de capitaux informationnels, bureaucratiques et politiques ; elle en objective, en quelque sorte, la valeur différentielle ou le taux de change pour les participants. Les anticipations socialement structurées de ce qui est jouable, coûteux ou risqué sont pistées dans la composition collective autour de quatre temps forts : la commande, le cadrage, la constitution du groupe et la cristallisation du rapport. L'article propose ainsi une autre manière d'enquêter sur les «tournants».

La sociogénétique de l'écrit défendue dans cet article invite à saisir les écrits bureaucratiques en cours de fabrication et en action, à s'intéresser au modus operandi de leur énonciation, à prendre au sérieux la forme écrite comme produit et comme producteur d'un espace et d'une rationalité bureaucratiques donnés. L'écriture bureaucratique, en particulier grâce à la signature et la siglaison, est ainsi comprise comme carburant de dépersonnalisation des rapports sociaux qui la portent et simultanément de personnalisation des institutions, érigées en « auteur ». Dans la gestion documentaire de « l'officiel », par le marquage du document ou sa « fuite », se mettent au jour les tensions entre vie publique et vie privée de l'écrit et ses circuits de légitimation. La sociogénétique des rapports d'expertise donne enfin une prise efficace à une sociohistoire de la rationalité épistémocratique. La piste de recherche proposée incite donc à bousculer les couples d'opposition usuels d'une analyse des formes symboliques (internalisme/externalisme, texte/contexte, auteur/lecteur, émetteur/récepteur, officiel/officieux, public/privé) et à mettre en dialogue des courants d'études dispersés mais tous intéressés aux pratiques documentaires (l'anthropologie de la literacy , la génétique littéraire, la sociologie des champs de production culturelle, la sociologie des textes et des institutions).

Despite their own specificity, each of these institutional universes is characterized by an asymmetric relationship between the "economic" and the "social", something that affects the content of their diagnostics and prescriptions, the social and bureaucratic status of the different actors, as well as the flow of transactions between them. This contribution thus takes seriously the effects and actualizations of the process of isomorphic differentiation between the "economic" and the "social" that has over the long term been pursued by Western states, a process that affects the very structures of these internationalized spaces and that informs in this case on the paths of making and of dissemination of neoliberal public ideas and policies.

Résumé Fin, silence, crise ou déclin des intellectuels sont une topique des années 1970 et 1980 servant d'épilogue à l'histoire des intellectuels en France. L'article questionne les usages différenciés (journalistiques, politiques, académiques) de ce type de lieu commun pessimiste dans cette période charnière au plan politique. La polémique sur le « silence des intellectuels de gauche » en 1983 sert d'entrée principale à l'analyse de cette « littérature de la fin » hétérogène. Elle informe sur les pôles de définition actualisés de « l'intellectuel » et sur la recomposition des rapports entre champs intellectuel, politique et journalistique. L'article discute ainsi de l'éclipse apparente de cette catégorie sociale autant que des conditions de ses redéfinitions progressives et concurrentes.
